Cynthia grew up in Colorado and has made her home in Portland for many years now.  She completed her Master’s and  doctorate degrees in applied developmental psychology  at Portland State University with an emphasis on education and well-being and works to assess effectiveness and impacts across NNACoE’s initiatives.
